As stated in the law, it doesn’t prevent the doctor from prescribing opioids. It just opens the door for a lot more charges against any doctor who does. More money in the DOJ bank account, more law enforcement job security. If people would just learn that opioids don’t cause addiction and stop action in the courtroom, this would all be history.
